To turn off Fast startup, follow the steps.

Solution 2: Complete shutdown
The hybrid shut down does not shut your system down completely. Follow the steps to shut down your PC completely .
Step 1: Type CMD in the search bar. Right-click on Command Prompt and click on Run as administrator.
Step 2: Type shutdown /s /t 5command and hit Enter.
Step 3: To reboot your system run shutdown /r/ t 5 command.

If the previous methods do not works, try this. Although it seems, this is not solution for this problem. But sometimes, this method works for many user.
Step 1: Type troubleshoot in the search bar and click on Troubleshoot Settings.
Step 2: Choose Windows update to resolve problems that prevent you from updating windows.
Step 3; Click on Run the troubleshooter.

Disable Intel Rapid Technology service
Some times Intel rapid technology service your computer from preventing shut down smoothly. Disable it to fix the issue.
Step 1: Type service in the search bar and open services app. You can press Windows key + R to open Run.
Step 2: Write services.msc and click on Ok or hit Enter.
Step 3: Find Intel Rapid Technology service and double-click on it.
Step 4: Change service type to Disabled and service status to stopped.
Step 5; Click OK and close the Window.
Now restart your PC to make changes.
Try these methods one by one to fix Windows 10 won’t shut down with black screen problem. If your problem still continues reset the power plan and update BIOS. Otherwise, reet your pc.
